I agree it is difficult walking up to random individuals to speak about your business; however, that is how it starts.  In my line of work we call it "warm chatter."  It's all about the "numbers."  I can speak to 26 people in one day and received "no" from 25, but the 26th one said yes.  Don't get discouraged just count the "no" as your strength to keep moving forward.  I also have joined a local network group.  Check  your city event calendar and attend some of their vendor events.
