A good question indeed that I dealt with mostly in my early years as a freelance photographer. I knew my prices were in the middle-low range of photographers so there were less expensive options available. Being hungry for work, I would shave a bit on the hourly rate by not counting some of the time spent doing the job. My experience with that for the most part was that they turned out to be customers that I didn't really want to keep. They tended to be hard to please and slow to pay. As 99% of my work came from word of mouth referrals--the referrals tended to be the same kind of customer. My tactic for those customers was to never decline their work--I was just already booked no matter what date and time they needed. So I didn't get those jobs, but they were jobs I wouldn't have enjoyed doing.
