Epik owns and/or manages a lot of so-called Geo Domains through the Epik registrar, ICANN accredited since 2011. The market for these domains is quite targeted. The .NET will be harder than the .COM but I would target the following logical buyers:
- Real estate agents that service the area
- Chamber of Commerce / Visitors Bureau
- Local commerce portals / Buy Local advocacy groups
- Political campaign funds for local candidates
As for asking price, due to the aged status of the domain, I would ask for more like $1500 but be prepared to sell for closer to what you have into it.
If your buyer prefers to finance the domain, Epik does offer a leasing platform where you get monthly payments until the domain is paid off.

Only use ICANN accredited registrars. Avoid domain resellers as these are not governed by anything other than their own terms of service rather than subject to an overarching standard. Your leverage to get a remedy in the event of a problem is far greater when dealing with an accredited registrar who risks losing their accreditation if they do not comply with industry standard consumer protection.
Consider looking at after-market domains. The vast majority of the domains that you would ever want are likely already taken, particularly if it is a shorter name or otherwise recognizable or pronounceable. Just because a domain is registered, does not mean that it is not readily buyable. If you need help buying a domain, you can hire a buyer's agent, e.g. Epik.com.
If your domain is going to be mission critical to your business, I recommend securing a multi-year registration, or preferably a forever registration. At the moment, only Epik.com offers a forever registration whereby you buy the domain and own it for perpetuity. The one-time cost is tiny compared to lifetime savings and peace of mind!

Your prior registration was with what sounds like an unaccountable reseller who was reselling Melbourne IT. This is not an accredited entity, and therefore ICANN is not likely to be of much help. Your domain expired on July 31, 2017 for non-renewal and then after a grace period was dropped. The new person who got it did nothing wrong. What I recommend is this: You can email the current owner at dns@ita.net, or have someone do it for you at Epik.com as your buyer agent. Once you do get a domain name, I strongly recommend getting a Forever renewal. This is a one-time payment to own the domain. At present, this is only sold at Epik.
