How do you close a deal that you have been working on for months and they are still on the fence?

if our client is the type that can never make up their mind, I send them a bill for the time I have spent with them,  I will also at that time  let them know  I have all their information in their file and will be glad to start the actual project when they are ready. But , I will also let them know that the pricing quotes may not be the same, as companies update their prices often & shipping changes.  The Quotes I gave them is for the present (say 2 weeks). Then i move on to the next project. I will not let anyone hold my firm hostage .
