I would suggest sitting down with the indivual and let them know that there have been complaints about their scent-suggest that they check out with a doctor if there is a way to assist this? Sometimes medications and diet affect this area, so you also have to be aware that the person cannot help it...maybe bring in air fresheners? Fans? Essential Oils?

There are many ways to engage, aside from salary and benefits-things like a thank you/recognition program-a $25 gift card for going above and beyond, or fruit in the lunch room, or education reimbursement, or in one organization I organized a lunch with the President once a quarter, and top performers that you want to retain would attend. Usually a good rule of thumb is 50 or more...however if you have a consultant that can give you a certain number of hours a week/month you may be able to get away with 100
