You decide what is most important for your position and then develop questions based on your needs. Insist that the candidate answers in the STAR format; Situation, Tactics, Actions, and Results. This forces your candidate to give actual examples from their work/life experience to answer your question. For example, if you want to understand how this person handles an unhappy web design client you ask:
Tell me about a time when you had to deal with an unhappy client. What was the situation? How did you approach the issues? What actions did you take? What was the outcome?
It is important that you do not let the candidate talk in hypotheticals. This must be a real-life experience. When you ask a few follow up question you will know if they are being truthful.
