EIRF is actually an interchange surcharge that Visa adds for certain downgraded transactions. Say the AVS check wasn't perfect, or your software did some non-standard things.
It can add up, so make sure you find out what the real cause is. It took me three months to track down the application that was causing a certain EIRF in my old position. It ended up costing us over $2,000 per month!

Visa has rules that require that a merchant NOT pass on fees unless they are enrolled in a specific program. This is made much more difficult as Master Card, Discover and Amex have different programs.

Visa has rules that require that a merchant NOT pass on fees unless they are enrolled in a specific program. This is made much more difficult as Master Card, Discover and Amex have different programs.
For example: The Visa Tax Payment Program allows participating merchants to assess cardholder fees on approved tax types. The program allows a fixed convenience fee—not to exceed $3.95—for Visa consumer debit products and a variable service fee solution for Visa consumer credit and commercial products.
The short answer to this is you need to find out if your processor is enrolled in one of these programs and what you need to do to use it.
