The second most cost-effective is to have some sort of portfolio of work and testimonials. This can be as simple as putting photos and written letters from clients in a binder.

Heck no. Just like any other marketing tool, you need to use the social media channels that target your audience. Also, I highly recommend that you start with one or two channels so that you can stick with it, be consistent, and analyze your results.
