I find contractors entering the marketplace will not charge for an initial site consultation.  It equates to hundreds of hours during the developing years of your business.  Please don't be discouraged though as you will gain valuable experience from the interactions and garner the nuances of the market. These are private sales of course because public and government projects mature differently.
