As a person who also has relatives with memory impairment as well as being a public safety officer, I would have to look at the totality of the evidence and circumstances.  I have dealt with many incidents like this in the past and you have to take any claim of a felony as serious.  At least partially because, if the event didn't occur than the false reporting of such a theft is also a crime.  So regardless whether or not the theft occurred, there might be a false...
