Should cell phones be turned off during meetings?

O think cell phones in a meeting are a no no. When they go off while someone or even if it is you talking they are,a distraction. They should be on vibrate if allowed in the meeting but never answered.  If it is on ring and it goes off whoever's phone goes off that person should have to sing a song in front of everyone in the meeting and to whoever is on the phone.
