I agree with Stacy Riska. Most small businesses can't afford to spend money on awareness, but with Facebook's custom audience feature a small business can gain Top of Mind Awareness while driving repeat customers back thru the door.
FB is by far the best and most cost affective way to put your brand & offers in front of the exact audience you want to serve. Every ad should have some sort of call to action or your truly wasting your money no matter where you're marketing. You can create specific messages that will resonate with your audience segment that you build. FB is not going away and they are on top of new ready technology so you can bet they will be the social platform/marketing. Category king for many more years.
TMA can only be created over time with the general consumer and it starts with reach and ends with frequency. As frequency of content to eyeballs increases so does top of mind. I don't know or possess the knowledge to say FB is a good platform for TMA. I do know that outdoor advertising has and continues to be the number one platform for top of mind if executed in the correct manner and with excellent clean creative

Another option is to upload your own targeted lists and set ads to run based on prior purchases or expressed intent - micro targeting options in Facebook are so staggering. If you know how to zero in on clients, you should see good ROI.
It always depends on the objective. Awareness campaigns are great for building an audience of people that you can nurture which allows them to like know and trust you and makes for easier sales. People buy "why" you do what you do. Running lead gen campaigns are always great. You can create massive ROI on cold audiences by making the offers to the very same people. The closing ratio on colder audiences tends to be lower and requires more follow up, but depending on your objective and your price points, it may very well be worth it. It varies from industry to industry.
