If you own the Domain, get another Company/Agency to handle your website again. Ask for an access of your website's Admin dashboard and hosting account so you can have anyone update your website's content.
Hmm, first off, and I've designed websites for clients, never let anyone have owner access to your web server except you. Most hosting sites will allow you to setup additional logins for others, where you specify the login name and password and set what allowances they have. This prevents them from having all the control over your server space, and you can take away their login privileges if needed.
When I agree to do a website, I have the client purchase their hosting, and if needed, work with the hosting site's tech support to setup a login for me to upload the web files when the time comes.
We offer our clients all inclusive packages - they include hosting and a free domain name for the first year. We host their website and get the domain name for them usually with their info. We recently completed and published a website live for a ministry. [NOTE: We are the 3rd company to work with this "ministry" that is very unstable emotionally and continually changing their mood.] So the website is live and they get mad at us because they owe us $ for having to hand type 10 pages of...pictures of handwriting on note book pages. They even acknowledged this may cost them more when they sent us the pictures. The next bug that bites them is they'd now like to move their website to a new host. Well, this is going to cost them $300 for us to migrate the database and all the programming to the new host. THUS they are feeling this so called "hostage" situation. BUT when they agree to do the website with us and now are changing their mind about the set up, it's going to cost them.
Unfortunately in these situations, it is best to cut your loss and move on. Create a new site with a different company. When you choose a company, make sure you buy the domain name directly and the hosting is directly paid for by you. Choose a good company like Subzoom and the like. Then hire a designer to use the platform. Good luck and sorry this happened to you.

I always practice transparency when designing a website for a client. My clients have all the information they need to access the back end of the site and account information. As others have asked- is this an issue of an outstanding invoice?

There are ways to download the files without access to the hosting if the website is live.
He is just being difficult he is paid by the year and any extras I ask him to do.
I'd make a backup of the site then change your c-panel/hosting credentials and call me.

talk to an attorney to demand that everything immediately be transferred to another domain that you own, not the designer
