On my site, I have an Application on my site that requires applicants to verify their ID before they can even apply for a membership! Scam Artists will tend to try to provide the minimal information which will not authenticate in our system, therefore they will be blocked (by IP Address) and denied membership forever! Ask for references and testimonies to authenticate the business Identity, ie, Registration of Business, Tax ID, Social Media, etc, to see if they are even a legal entity that is capable of doing business in your state!
I would start harassing them à la James Vietch (check out his fantastic TedX series on how to mess with spammers and scammers)
PS on that note, this platform is starting to sound a lot like Quora, which has become more like spam and less like anything valid. Just another forum for fishing...
I would talk to that person, to make him/her/them understand they are playing a risky business. And if they don't want to understant/change maybe involving de the lawful community.
