We write a fair amount of various transportation companies from trucking to non emergency and medical transports and others. If you are in NY the insurance markets will be limited compared to other states. We are in NY so we are used to working closely with our carriers and understand what they are looking for to provide their best pricing.
I recommend working with an independent agent/broker that has several insurance companies they can right with to find the policy that best fits your needs (there's a reason the majority of the commercial insurance market is handled in the independent space.)
Being a limo (or any for-hire livery) it may be a little more leg work (for example some of my insurance carriers ask for paper applications for underwriting to review, meaning I can't do an electronic quote over the phone like I could for something like a landscaping truck).
Two insurance carriers that come to mind are Progressive and Berkshire Hathaway Homestates, but there are inevitably more insurance carriers that would do this type of business and your local broker may have access to these and/or others. Either way, a good broker will work to find you the most competitive option they can.
