Because most building systems today contain some form of software or are interconnected with systems that are interfaced with some type of software system, it is rare to find facilities, maintenance or security departments that rule the roost when there is an IT department in house. Operating budgets for these type of departments very often fall under the IT Manager's scope and he is usually the one reporting back to the General Manager responsible for the overall P&L of the company or division.

Your company has a whole different set of issues if one department is trying to establish dominance of the other.  At the end of the day you all should be “Ruling the Roost” together.  Be respectful of other departments and they will be respectful of yours.  Hope this helps, these are just opinions of a Old Grunt.

I am assuming you are referring to a company to which you are providing service. In that case, although facilities has to approve the purchase and the configuration of the systems installed, The IT department is very important. The IT department knows all the ins and outs of the current network. You may need to rely heavily on them once facilities has approved the implementaion. On the other hand, one could possibly subvert the use of the current network infrastructure and build a separate network for all security devices. That way, no-one is stepping on IT's "toes". The only thing the IT department would need to be consulted on, is the connection to the internet gateway. Generally though, most IT departments are more than happy to coordinate any and all network changes and additions.

Facilities houses everything including IT.  Facilities is responsible for grounds, workspace, safety and security.  IT supports the technology that makes everything work.

In the end, we must all play nice in the sand box. Every one of the entities has rules, policies and involvement. If the business leadership has done its' job, there will be an appeals process to determine what is best for the business. Then everyone will have to get in line to support.

While both are competitive IT tends to rule the roost.

I'm sorry, I don't understand the question.

IT is a proponent of Facilities and Facilities is a proponent of IT.  However,  I would give the slight advantage to Facilities due to Facilities "human" aspect.  If an Executive uses a card at a access panel and it the card isn't readable he or she will not be allowed access to that particular area and the IT safety system may send a "red flag " to all access areas this not allowing access anywhere , thus making the activity suspicious and worth investigating. However,  what if the access card was simply physically damaged this rendering it unreadable. The IT system may not have the ability to correctly assess physical damage but security personnel can an if authorize can issue a new card or instant bypass this allowing the Executive to continue their important and necessary work.

Depends on the facility But as IT departments get more and more involved and security and physical security becomes almost extensively IP-based and network dependent they are becoming the gate keepers

I would say Facilities because ultimately IT has to report to facilities
