The air conditioning system cannot be tested if it cannot be turned on. One of the critical things of air conditioning is that the temperature outside must be at least 65 degrees or warmer in order for an air conditioning system to be properly tested. As a home inspector, we are looking for similar things as a licensed HVAC contractor, but we do not have the tools or equipment to tap into the system to test pressure and verify that they have plenty of freon in the system for it to cool properly. When contractors have tested air conditioning systems they typically charge $100 per unit but this may vary depending on which contractor it is.
