The answer is really simple - open houses work for real estate agents to prospect for business. Open houses do not work for sellers. Any serious buyer interested in viewing a home is going to schedule a showing with a real estate agent. Anyone who says otherwise is being disingenuous.
When real estate agents discuss an "open house working" in forums like this they mislead people.
If the same buyer would have scheduled a showing or their agent would have if the open house was not being held, I am sorry that is not working!
The definition of working is someone who had no intention of buying a home decides to stop in and ends up buying. That my friends would be the definition of working.
Thinking anything else is moronic and deceiving the public. The thing many unprofessional real estate agents do is not educate their clients of the real downsides of open houses.
They are a magnet for crime. Lots of theft takes place at open houses. Think about it - with an open house anyone with a pulse can walk through the door (and they do). A significant percentage of agents will never bother to explain this to a seller. Why? Any sensible human being would decide to skip it.
