In private practice with mainly residential and some commercial work I wanted to provide both design services and buildings department services to the community.

I am located in the Bronx, NY but my answer will be for general use to other contractors. One solution is to try to work with a few local architects to provide licensed contractor services for all jobs requiring work permits ( plumbing, electrical and construction) and general construction services upon approval of filed plans by the Architect which has been approved by the Buildings Department. The client will now need the general contractor ( GC ) to move to the next step to execution and completion of the project. This will require patience and time however a few successful missions ( jobs ) with the Architect (s), over the next few years and this will be successful mission for a bite at the apple.
I would offer a reward for the referral if we mutually agreed on a sum prior to me writing the contract to the client.

I agree about finding it difficult to replace individuals who have been assisting the office with producing plans and other Buildings Department services. Being an optimist most of the time, I endure the shortcomings of a new employee with patience and assistance while on the lookout for a potential replacement. Although not reliable I usually try to run an Ad in one of the Jobs sources ( INDEED or Craig's List ) and then go through each resume for a close match, schedule appointments.
I would say my greatest challenge has been maintaining a continuous work flow and cash flow to cover expenses, providing optimal professional Architect Services, while maintaining my zen-like stress reduced state of mind.

I have had some clients who repeatedly wanted a lower price saying we’ve worked together in the past so that obligates me to reduce fees for services. I will not work considerably below ( >10%) the base fee for similar projects, so unless we can agree on a fee within my markup I will ask the client to respectfully obtain services elsewhere so that there are no finance issues between us initially. I offer 100% service so I will not prepare a contract agreement under those circumstances as we do not have a clear meeting of the minds. However even after entering into a slightly unfair agreement, sometimes circumstances occur due to changes from the client during the design phase, prompting additional fees will be necessary to prepare the amendments and at that time it’s poetic justice to recoup the initial loss from a previous project.

I can determine after reviewing the pros and cons of the items presented if the proposal is of any interest. I would notify you by email of my decision. If we are in agreement we can schedule a meeting in your studio/office to confirm expectations.
