My firm does not charge for a 30 minute zoom consultation. Reason being, the prospect has expressed interest so now it's our job to tell them about our firm and how we can help them. This is our "handshake." A longer call does have a cost as well as the discovery (estimation) as that requires our expert knowledge to assess and accurately propose services and price.
As for builders and contractors, I say, it depends. It depends on how the numbers shake out. If free estimates/consultations pays more than it cost, then it works, but when it cost more than it pays, there is a problem. A lot of businesses do not track the complete cost of sale and for years will unnecessarily and/or blindly eat into their bottom line.

You need to BURN the midnight oil for a few night and comb through every single expense line and dig into the details. Knowing your Break-Even will give you insight on how much you can afford to lose before the dam starts to give way. Your numbers need to be plugged into a system that can spit out best case scenarios.
It would also be in small business owner's best interest to adapt and innovate quickly. If you have an accountant on staff, push them to help you get these numbers.

The other half is ease of use and abundant training material available on demand. A responsive customer service department is also important. Less time for payment delivery. Too often AP solutions create, on average, a 7 day disconnect between bill due date and the date we have to push the button on the AP software. Depending on how many other reporting systems are connected will affect cashflow reporting and require adjustments.
If your software can positively address the above, you have a good chance of closing the deal.
