I've found the best way to reach a local market is through the Chamber of Commerce. It's local by definition, and you're positioned in front of the entire community. It also provides you with access to other community outlets you may not know about!
Social media wise; I've seen folks have great results with Facebook groups! Consider starting a local group with interest in your field. It's a good way to start conversations and meet people.

Our ideal customer is really anybody that needs some metal work done. We mostly build headache racks but we also have skills in wood working and automotive knowledge. We are limited to mild steel at this time though.
