There is no app that can account for digital delay. It's a function of the internet, not a specific app. The best thing to do is to pre-record the accompaniment, but you really can't get multiple people to sing at once. What most folks are doing is having individuals sing and record themselves, while listening to the accompaniment and/or a click track in headphones, then someon mixes all the individual recordings.
