What I read: he said it's not an "AI tool" or "chatbot". But like all current AI's it probably remembers and refines based on the input. All Ai's are tools, in the literal sense: "something (such as an instrument or apparatus) used in performing an operation or necessary in the practice of a vocation or profession".
