Find a budget that is sustainable, begin marketing, find where you're getting the most engagement.

The cost of insurance is a symptom of three factors; cost of healthcare, cost of Rx, personal decisions (use). Location, percent of risk sharing (policy holder vs. insurance company), and whether or not one smokes also come into play. With the ACA rules, it has become more like a subsidy, than true insurance. We have the luxury now of saving and sometimes creating life. Health events, that decades ago would have ended life, continue it. There's a cost to that.
True insurance is risk sharing, given that variables, largely lifestyle choice, contribute to use, and ultimately cost, the only way to control costs is to have everyone participate (contributing to the pool) and behavior influencing measures be put in place. It's a long-standing statistic that 80% of the annual healthcare budget is consumed by 20% of the population with chronic health issue. Here's kicker; if that 20% made better lifestyle choices, the cost of their care would be reduced by 80%.

Having a FB page also allows you to "like" your clients/prospects pages. As most folks will "like" in return, this gives you a quiet platform for your message and also a look into that business. The information gathered there can be useful when practicing more traditional business developement methods. Also, though you stated you aren't planning on purchasing advertising, I have found FB ads to be very cost effective and effective in general to promote awareness. Facebook is also great at compiling the "review" data. You'll know for every post how many and who have seen it. That is definately helpful in deciding your marketing content.
Just as in prospecting, all ways, always. Using a regular combination of traditional methods, nomination and referrals should result in a good array of talent and experience.
