I have hired a data processor (work from home) to enter W-2s, 1099s, 1098s, etc. He can't complete a tax return. (He said he could) If I have to complete the return I do not want to pay him for the whole thing. How much should I pay him?

Pay only for value received.....your vetting process is not thorough enough.
