While I truly hate to see people in dire straights, does anybody care about the landlords who may also have mortgage payments that come due but they can't evict people who could possibly be making enough to pay rent? Every situation is different, but I think the landlords should also get consideration

Absolutely. I know that some cities and towns in New Jersey are giving rent relief to people who have not been able to pay their rent and they are offered to have the money paid directly to the landlords. If they don't allow that, I am sure that they will have to show proof that they used the funds to pay the rent due to the landlords.
