I believe it all comes down to the clients needs. Smaller design firms provide more of a personal touch. From my experience, a smaller design team can be more responsive to the clients needs.
In a simple sense, what you are looking for is a designer that can interpret your vision into something physical. That designer can be found in a big firm and a single person design firm. After that, it is down to the extras and type of advertising you need. A bigger firm will have a wider reach for national advertising and media buys.
