I would say "If you think he (or she) will deliver what you want, then by all means go with the lower price."
I learned a long time ago that if I cut my fee, the project will become more complicated and more difficult. The customer will be harder to please, and I'll end up working for minimum wage - or less.
Seriously, I don't want to work with a client who doesn't value what I do for them.
