I would always recommend a local graphic designer over Fiverr/outside of the country designer. First you support the economy and second they are usually not super creative and you won't differentiate yourself. You can find US based graphic designers on Fiverr though
For very specific and task oriented projects, Fiverr can be the answer. I sometimes use it to speed up the process for tasks with low value or very specific like to vectorize a simple logo.

I agree that using a local designer is wise. If you need any alterations or modifications for use in other mediums a local designer is more responsive usually.
I have used Camilla Saufley - The Visual Factory- xxx-xxx-xxxx. She is a graphic designer and she did my logo and stationary. She does excellent work!
