Once all of this has been considered, make it clear that occurrences are being documented so that if corrective action is delivered you are able to back it up with records. Most employees are going to find a way to be on time at this point when they can see the process moving forward. Eventually you may come across employees who will continue to test these limits. If an employee will not follow policy in any form then they should not be surprised if they are terminated for repeated violations.
