Brokers may set minimum limits on their fees, but they are not allowed to set "standard" fees, which, if followed by other Brokers could be construed as "price-fixing".  The cost to list your home will depend on a number of factors which you may discuss and negotiate with your Real Estate Broker such as: 1) how much you want your Broker to pay the selling broker who may ultimately locate your buyer, 2) what services you want your Broker to provide, 3) how much marketing and exposure you want your Broker to provide, 4) how much overhead the Broker incurs to stay in business and of course, 5) how much you, the client, are willing and able to pay for the Broker's services...
