If you are working with a small budget like most businesses are then focus on what you can do for free. Are you making full use of your Google My Business listing? Making sure it is updated with any changes due to Covid-19 like store hours or special curbside service is suggested. Hootsuite has a good tutorial on how to create/update your GMB listing. After you have that created/updated and have a budget to work with create a Google Ads account to target your market using very precise keywords in exact match form so that you do not waste money. Make sure you also use plenty of negatives so you do not show up for searches you don't want to show up for. For example, if you sell homeowner's insurance and that's it then add other types of insurance as negatives such as car, life, and renter's insurance.
