The first is; the referral's by word of mouth
The second is getting three different estimates and looking for the one that is the most convenient not only with cost but referral's and other conveniences for the owner.
I'm personally incline for the three estimates, and is not to look for the lower cost but for the "middle one", or better say for the right one.
