I applied for the Eidl loan. When I called I was told that they had my tax returns for both years. Then I got an email saying that my application was denied because the address was different. I refilled out the form but now I'm being told it will take 4 weeks. I don't understand why it takes so long and if I should just reapply and not wait for the reconsideration.

I had same issue. I did get the eidl. Just took a bit longer because of the discrepancies. I’m sure they review them in order, which means the ones that had to be corrected are at the bottom… don’t know that for sure but that’s what I’d assume considering how long it took. So grateful I qualified, just had to wait longer for it. Hope yours go through soon!
