I too am a home-based independent travel agent. Personal contacts and referrals are really the only way I know to reliably build this type of business. Small ads in neighborhood or school papers, indicating something unique that you offer that distinguishes you from all the other travel agents, may help a little. You need to attend as many neighborhood meetings and other types of social gatherings as possible and have plenty of business cards to hand out. People need some personal contact to be willing to have you book their travel.
