Reliability should be #1 priority. But you also need to factor in what equipment/hardware you have that can be used (ie, compatible). In a HOSTED phone system, all you need is a solid and reliable Internet connection, and for more than a couple phones, that does NOT mean cable, but you do not need your own PBX. If not hosted, then you need a compatible PBX which is YOUR responsibility, not the vendor's.
There is nothing wrong with UNOBTRUSIVELY reaching out to another business to find out if there is some synergy there, like via email. Cold-calling on the other hand, is rude and employed only by the lowest form of multi-celled organisms. A phone demands to be answered when it rings, and the...

A phone demands to be answered when it rings, and the irritation about being interrupted by a non-solicited phone call starts any possible relationship on the wrong foot.
Never sell on price alone, there is always a bottom-scraper who will beat you on price. Sell on quality, reliability, support, and the benefits you bring as an agent. If you are looking for quality shirt like Ralph Lauren or Tommy Hilfiger, do you shop at Macy's or Walmart? You get the quality...

And what is your hourly wage from your employer, Mr Customer? How much has that blue-light-special circuit REALLY cost you if you are on the phone with the carrier every week to find out why its down, why its degraded, or why your billing is messed up? You get what you pay for.
Take an interest in their business, of course before the sale but also after. Check-in with them occasionally, how is that working for you, any problems I can help with, is your business expanding to where you may want to upgrade, etc. Maybe you weren't the cheapest widget but demonstrate how...

Be MORE than just a point of purchase, take an interest in their business. Create a monthly newsletter (short) that is both attractive and informative (OMG, NOT JUST TEXT) that is related to their business and preferably related to what you sold them.
The correct answer is all of the above. Of course you want to meet and get to know opeople in your community, and allow them to get to know you. That leads to building a relationship, and since people typically like to buy from people they like and trust, those relationships can turn into sales...

The correct answer is all of the above. Of course you want to meet and get to know opeople in your community, and allow them to get to know you. That leads to building a relationship, and since people typically like to buy from people they like and trust, those relationships can turn into sales or clients, as long as every encounter with that person does not turn into a product or service pitch-fest, which is a real turn off. And learning things from other business owners, whether in the same niche or a different niche is never a bad thing, always be learning.
You have many options which I’d be happy to discuss with you. The most cost effective would be hosted PBX so that you don’t need to invest in onsite PBX hardware. Much of your decision comes down to features you want or need beyond simply making and answering phone calls.

Many times it requires that older more expensive solution to FAIL before they will seriously look at alternatives. But that said, price is only one aspect, and NEVER sell on price, but explain the benefits and added functionality, where at that point, price can easily become a 3rd or 4th evaluation criteria.
Make sure it's evergreen to protect your agents, but the thing you need more than anything else is a differentiator. What makes your hosted PBX better than anyone else's, where they already have agent programs in place? What does yours offer that makes it stand out and be different in terms of...

You have a business to run, your employer is not paying you to sit on hold for that discount carrier. If you are looking for a great shirt and want a Ralph Lauren, you won't find it at Walmart.
