Not really sure of the question, but if you're asking what I think you're asking... ask them for a retainer / deposit. If they give you up front cash, you validated that you have a client, not a tire kicker.
If you're asking how do determine what the customer needs to have done... ask lots of questions and document the answers and continue to verify you're on the same path as you go through the project. Nothing will cause problems like you and the customer expecting...
