While I've obtained a couple of clients on Upwork that transitioned to long term, I've had really good luck with the following referral sources:
#1 - QuickBooks ProAdvisor Directory. Accountant users have the ability to post a profile on this directory. Taking and passing Intuit's various product-specific competency tests allows you to earn "badges" that get you noticed.
#2 - Make friends with tax CPAs. I've had really good luck getting referrals from local (or non-local) tax CPA's who do not handle bookkeeping in house, but often have clients come in with less than clean books that need help. Many of these transition into long term, ongoing bookkeeping arrangements

You can use your PPP funds anytime during the 24 week period. However, in order to qualify for the forgiveness portion of the grant, the funds must be used for qualifying expenses. So in general, yes, paying yourself would be a qualifying expense, but I would caution you that if you were only...

You can use your PPP funds anytime during the 24 week period. However, in order to qualify for the forgiveness portion of the grant, the funds must be used for qualifying expenses. So in general, yes, paying yourself would be a qualifying expense, but I would caution you that if you were only paying yourself, say, $500/month, and then immediately start paying yourself $5000/month, this MAY raise flags.
As Jeff mentions below, the rules are still being discussed/published, but the "spirit" of the PPP program is to allow you to keep you and your employees (if you have any other than yourself) paid at the same levels as you were doing pre-pandemic. And in some cases there ARE reductions in the forgiveness portion if your FTE (Full Time Employee) count goes down from pre-pandemic to now.

The Economic Injury Disaster Loan can give you up to a $10,000 low interest loan if your business is in a designated Disaster Area. (and with the COVID-19 crisis, that's nearly everywhere)
If you have employees you're struggling to keep on the payroll, the PPP is a great option that will turn whatever funds you use for prescribed "fixed operating expenses" including payroll into a federal grant that is not required to be paid back. And the remaining loan interest rate is capped at 4%.
