Some are more tenant leaning, others more towards the property owner. For instance, Washington, DC is very well known for being pro-tenant. So much so that if a landlord is clearly not providing repairs or basic needs listed in the lease agreement you have the ability to collect on back rent via a judgment from the court. I am not an attorney and this is not legal advice. I speak from my personal experience in assisting with the pre-litigation aspect of landlord & tenant disputes such as defendant location and service of process.

Just keep the number over the menu bar. - Make a more noticeable "call to action" link and put it somewhere noticeable like to the right side of your menu bar. Design a "Schedule Consultation" button rather than using normal text. This will help lead your potential customers to the section of your website where you'd like them to submit their information. - A nice feature to add would be a floating menu bar so your potential clients can see your phone number and other links displayed in the menu bar. Also, a good way to keep the "call to action" button noticeable at all times. - In your banner use a slogan and highlight a few things that make your firm special. You have a decent start so far. You're definitely in the right direction with the UX design. I'd suggest hiring someone to crisp the overall look up. Or you could look around for a better template. Just my two cents. I've been consulting small and large size law firms on their web design and marketing for over ten years. I also own a national document & legal services company that assists law firms, corporations, and individuals with various pre-trial litigation, international business, and relocation services.

(more) Unless you own a collections agency or have a private investigators license, you will not be able to gain access to database services like TLO. You can search through court records online and at your local county courthouse for free. However, you will have limitations as the files aren't under one database. You'll have to put in the hours to do the proper research and collection of data. When searching through the information you've obtained, it's essential that you assess the appropriate value to meet your bottom line. At One Source Process, we assist the largest collection companies and law firms in the country with their litigation process via our skip-tracing and service of process services with a success rate that is above industry standard.
