I have found that this basic step gets skipped or not enough thought was put into it which ends up causing people to waste time on the wrong opportunities and potentially missing the right ones.    Having a clear understanding of what you're specifically looking for will make you more decisive in your search and will help you give a clearer message to the people you are networking with.
