I’ve seen credible websites saying that a business operating only in Q4 2019 can compare any quarter of 2020 to Q4 2019 for the revenue reduction qualification. Is this true?  My SBA lender says they don’t have clarification on this.

That is true. It's on page 2066 of the Appropriations Act of 2021. https://rules.house.gov/sites/democrats.rules.h...
Looks like the quarter from Q19 must correspond to the Q20. So 4th qtr 19 would be compared to 4th qtr 20. That is just the way I read the information available. Check with your bank to see how they are applying it.
