Depends on what you want tasks you want them to preform.  Things like coding and such, they can be helpful and less expensive.  Many stateside e-commerce providers outsource to those countries with positive results.  If you're trying to market/brand-build your business, I would suggest working with someone who is more acquainted with your domestic culture.
