Given the fact that OSHA spends about 70% of inspections in the RGV , why is safety such a hard thing to digest here. Need is strong, ROI (return on investment) when done right is strong. Any suggestions on how to break the crust?

Not real clear about what you are asking. But will comment. I worked for a very large international heavy construction company for 16 years. OSHA, MSHA, and the company's safety regulations were more than polite requests. Safety training and implementation was involved in everything we did. Safety was drummed into every employee from bottom to top. It became a culture. Second nature.
Leadership is key. No leadership at all levels and there is not much success. And yes the bottom line really is money. A successful safety culture adds hugely to a company's bottom line. Insurance premiums reduced, lower workers comp rate, etc. An accident can easily reach $1,000,000.00 when all said and done. How long does it take to recover that loss when net profit from operations is roughly 5% ? But most importantly, no one wants to be injured or dead.
