the short answer is yes, you need a permit and for everything and make sure you work only with licensed contractors, 5 years ago we hired a contractor to close a terrace that had a railing, by removing the railing and installing a dry wall, no extra space and no additions, just to enclose an existing space, it took us 5 years and a $400,000.00 loan to do the needed repairs and remodeling to correct the situation, because the city and the county decided because of that infraction to strip the building of it's grandfathering and made me bring the entire building to the present code, and yes I learned later that they did not have the jurisdiction to do so to the entire building, but it was to late and we had spent most of the money.

have to borrow it, which takes time and cost money, and as a result you’ll be
forced to raise your prices. That said, do keep good track of time so you don’t
lose your right to notice the owner or to file a mechanical lien, in case.

hi Peyman, I wish I had a magic answer for you, all I know that after being in business for over 46 years, now everything have changed to a PRICE PER S.F., nothing else matter, at least this what we're encountering here in Miami, we just lost 3 major contracts after having been negotiating for 6 month with a builder that we've been working with for 10 years with no issues, and a new contractor came by unknown to them and they signed with him because he was lower in price.
if the buyer is making his or her decision based on prices only and not willing to listen why some companies can low bid every job, then it's better to walk a way.
