Why would someone try to negotiate a company down to the cheapest price, if that means the company cannot do the best job at a lower price?

As to the posted question, I'll address the commercial end of it, where unfortunately the personal touch between supplier and user in most cases have been lost and all contracting is being handled by purchasing agents that in their mind the only way to preserve their job and look like a star, is to bring down what ever price is presented to them, without realizing that when someone agrees to sell a dollar for nighty five cents, you can bet it's not going to be an American dollar, meaning when a supplier he or she because they need the work agree to lower their prices below what it should be, they are going to find a way to cut corners, in order to make it work. is this going to end soon! by no means not with the present cut throat environment.
