It depends much on your business / trade. When I first started I found Indeed invaluable. Since then the best way has been networking. Advertising that you are hiring brings in too many questionable candidates to sift through.
Being on the painting industry, I keep my eye out at the local paint store and network to develop friendships. I usually only pursue those that invite me to check out their work because of they're proud of it I know it's typically top notch.
Your industry should have ways of checking their work quality.
Personally, I have a large LinkedIn base and have worked with many people. In the event that I need people for things that I put my company's reputation behind I only use referral or direct hire of someone I know and trust. In the event that you are a larger organization, I would outsource the HR component and use a quality employment agent (for which there are many) and I would get them to do the leg work and hold them accountable for the search. This saves you time and allows you to focus on making money in your sector.
This is of course, just my opinion.

I have had great luck with a company called "Workable". I get more responses to our ads. It posts on workable and 7 other sites at no additional charge.
We stay as local as we can, folks that can work closer to home are more responsive and happier...

Indeed by far. Calgary Job shop used to be good too but we have found more success at a lower cost with Indeed.
Make sure you have a good qualifying questionaire to send them by email right away. It is amazing how easily that screens out lazy people. Good luck with your hiring!

Depending on the trade, you could look into the graduating classes of local Vocational schools.
anywhere you can, with the DFW area being one of the most busiest, with tons of construction going on, the labor market can't bare the market, if someone is for hire it is because they were hounded by tons of promises and money, so they are lured away. Also temp labor, everyone is busy, ones who used to be a temp with any skill has been hired to fulltime and only day laborers, who really don't want to work. It's a tough world out there.

We have used Indeed. I agree with Larry Leaming, Right now in this time, it's hard to fined good skills. In our Business, it seems like everyone that has helped dad or grandpa paint a garage a few years ago say they have experience. The new generation does not want to do manual labor. The good workers are happy where they are they don't leave for a money, which is how it should be.
