I try to be very nonjudgmental, but when I see a website from Weebly or WIX, I tend to not think they are professional. However....as usually happens when you think you are right, I just went to a conference where we were told that Weebly and WIx are as good, if not better than WordPress.
I use Godaddy as my web hosting and they used to be so helpful, but now they try to sell you more and more.
This is like asking if Chevy is better Ford. You will never get answer that you can use 100%. I would talk to a local web host and have them make a small starter site. It might cost $200 to $400 for the site with a year of hosting. But it's really about the domain name. Look for a "good" .com, they will help with that as well.
I use Fatcow.com web hosting that comes with free 6 pages of Weebly. Tech support is PHENOMENAL..I can help you with setup as well as create the site for you or teach you Weebly. (it's one of my classes I teach). I do not use Weebly webhosting as I get a better deal in cost from Fatcow for myself and clients.
The right response comes down to a number of variables. Where are you with your business? Are you a startup? what are your immediate needs/business requirements? Is the solution flexible enough to accommodate business expansion & growth? (Meaning functional capabilities and demands for growth).
Would need to know more about what you're trying to accomplish.

Though, I do know at least one professional who has his site hosted/built on weebly, and he is doing great (www.buoycoaching.com). Still, I'd rather you invest in hosting , at www.BlueHost.com, for example (can host unlimited websites with one fee - can't beat that); then use their WP Site-Builder, in the cPanel to build your website. Takes less than 10 minutes to set it up.
Let me know if you need help with it - my web guy can set it up for you for a nominal fee, then we'll give you a tutorial on how to add your own content. It's really easy (or we can add your content for you, for a fee, or even create some of the content)
As a professional web site designer, I think Weebly is very good value. Most of the Weebly themes are attractive and reshape themseves for the tool they are viewed with, so they look good on phone and tablets and computers. The hosting fees are low, the tech support is good, and the management console is very user friendly. I think anyone who knows how to email a picture should be able to keep a Weebly site updated once it published. That said, it is possible to build a bad web site on any platform. Most of the Weebly sites I look at are good, but a few are terrible. Also it takes some experience to know what makes a site search engine friendly, so even if you want to build it yourself, you should get guidance from someone with experience.

I don't recommend them at all. I offer WordPress Customization, but if the client wants to DIY, I send them to SquareSpace
