Depends on your business model and product or service.  Best used when you have a targeted list of companies or customers and you have a well defined value proposition for them.  Also, what is the objective of the call?  Is it to sell over the phone, arrange a meeting, or point them to a mailer, web page, or conference, etc.  It can be expensive to have people to do outbound calling so you need a financial model to determine the cost/benefit.  There are services that can be hired to do this for you if you have a well defined message that is not too technical.  That may be a good way to start to validate the model and reduce your investment

Yes, the sales department does it everyday.

All the time.  We block all inbound calls.  Too annoying. Someone always trying to sell us something we already have, or something we don't need.

Hope this helps!

To contact possible repeat clients.

Every day we contact our customers for for not only potential busines, but their feedback as well.

My phone is used daily...it is one of the most used tools of my business.

Frequently use out bound calls to reach clients and services.

I use outbound calling exclusively for my recruiting position.
