Great question, you could try these; Chamber of Commerce, BNI Networking are good places to start but could take time. Try standing out from the crowd (what makes you different from everyone else). Do you offer a jaw dropping offer that would get people to take notice or take you up on? 

Also, try doing paid advertising from social media platforms such as facebook ads to reach those in your serviceable area.
