Do you think that families and individuals should be able to enroll in a health plan any time of year, instead of having to sign up on 11/01 (Open Enrollment)? Do you think the ACA will allow families to enroll year round in the future?

Open enrollment periods are necessary from a risk management perspective. If Individuals only enrolled when they had a need for care, insurance carriers would not be financially able to maintain claim reserves required to pay for care resulting in higher premiums and « bail outs »! That said, I believe the average Individual non Medicare purchaser should realize the Open Enrollment periods by now under ACA. There are many non ACA carrier options we can provide anytime but are subject to Medical Underwriting.

My thoughts are if they can give an income credit for those in need, they should extend a health credit for those who are able to better their health.
